A delegation from the State Audit Office, led by the Auditor General Mr. Maksim Acevski, together with the Deputy Auditor General Mr. Orhan Ademi and the Advisor to the Auditor General Ms. Tanja Janevska, participated in the 25th Congress of the International Organization of Supreme Audit Institutions (INTOSAI) – INCOSAI, held from October 27 to October 29, 2025 in Sharm El Sheikh, Arab Republic of Egypt.
At the plenary sessions of the Congress, two main topics were discussed:
Topic I: “The Role of SAIs in Auditing Central Banks and Government Activities during Financial and Economic Crises”;
Topic II: “The Use of Artificial Intelligence in Auditing.”
In addition to the plenary sessions, the event included meetings of INTOSAI working bodies, panel discussions, side events, exhibition areas of Supreme Audit Institutions and international organizations and bodies, as well as numerous bilateral meetings.
Regarding the first main topic, at the invitation of the French Court of Audit, on October 31, 2025, Auditor General Mr. Maksim Acevski participated as a panelist in the parallel event of JURISAI – the International Organization of SAIs with judicial power, on the topic “The Role of SAIs in the Accountability of Public Managers in Policy Implementation as a Response to Economic and Financial Crises.”
In his presentation on the topic “Audits Related to the Response to the COVID-19 Crisis and Cooperation with the Public Prosecutor’s Office,” the Auditor General presented the results and effects of five audits conducted by the SAO regarding the handling of the pandemic’s consequences, public procurement of medical supplies, the use of donations, and measures to support economic sectors affected by the crisis. The Audtor General also addressed the cooperation with the Public Prosecutor’s Office, with which the SAO has signed a Memorandum of Cooperation and established an exchange of information and expertise to enhance the effectiveness of the audits.
At the Congress, the SAO delegation had several meetings with senior representatives of Supreme Audit Institutions and international organizations.
On October 29, 2025, the SAO delegation participated in a meeting with H.E. Dr. Hussam Alangari, President of the General Court of Audit of the Kingdom of Saudi Arabia, regarding the Fund for Improved SAI performance (FISP). The SAO has received grants from the Fund in recent years for the procurement of IT equipment to strengthen its institutional audit capacities. Auditor General Mr. Maksim Acevski expressed sincere gratitude for the Fund’s continued support and for the opportunities it provides to enhance the institutional capacities of Supreme Audit Institutions.
The Congress provided an opportunity for a bilateral meeting with H.E. Mohamed El-Faisal Youssef, President of the SAI of Egypt and President of INTOSAI, during which, in a cordial atmosphere, both sides expressed interest in deepening bilateral cooperation as well as collaboration within INTOSAI’s working bodies and regional organizations.
On October 31, 2025, a significant bilateral meeting was held with Mr. K. Sanjay Murthy, Comptroller and Auditor General of India, during which opportunities for future cooperation were discussed, particularly in the areas of environmental auditing, the use of IT and artificial intelligence in audits, as well as capacity development through training at specialized international centers. Mr. Murthy expressed India’s readiness to deepen bilateral cooperation with the SAO in areas of mutual interest.
A working meeting was also held with the delegation of the Romanian Court of Accounts. During the meeting, a letter of appreciation was presented on behalf of the President, Ms. Mirela Călugăreanu, in recognition of the support provided by the SAO for the Romanian Court of Audit’s candidacy for the Kimi Makwetu Award, presented during INCOSAI.
Attendance at the Congress also allowed for the exchange of information with INTOSAI’s regional organizations, including AFROSAI, ASOSAI, ARABOSAI, and EUROSAI, all of which had representation at the Congress. The SAO delegation explored opportunities to enhance future engagement and participation in the working bodies and project initiatives of INTOSAI and IDI.
At the Congress, the Sharm El Sheikh Declaration was adopted, which highlights INTOSAI members’ collective commitment to advancing the audit of public resources in the context of global transformations.
The SAO’s participation in the XXV INCOSAI underscores the institution’s active role and international visibility within the global community of Supreme Audit Institutions, as well as its commitment to advancing public sector auditing, transparency, and accountability in the management of public resources.
