Fiscal decentralization reforms as a challenge for state auditors

From 16-20 November Auditor General Maksim Acevski paid a study visit to the Slovak Republic, where representatives of the Ministry of Finance and the Ministry of Local Self-Government were also present.

The study visit focused on fiscal decentralization as well as issues related to control and audit of local self-government units. The visit was conducted as part of a project implemented by the Ministry of Finance of the Slovak Republic together with United Nations Development Program (UNDP).

Representatives from both countries had the opportunity to exchange experience on competencies and actions in the field of local finances, taking into account the legal regulations on original and transferred competencies of local self-government units, local taxes and fees, revenue budgeting, property management and audit of the financial statements of the municipalities.

"The role of the supreme audit institutions with regard to the local self-government is not only to emphasize the risks related to the activities of local self-government units, but also to offer solutions for their prevention" – was the joint conclusion of Auditor General Maksim Acevski and the Vice President of the Supreme Audit Office of the Slovak Republic Ľubomír Andrassy.
