The SAO delegation, led by Auditor General Mr. Maksim Acevski, conducted an official bilateral visit to the Romanian Court of Accounts in Bucharest from 1-5 July 2025.
The two institutions signed a Memorandum of Cooperation aimed at strengthening friendly and professional relations and providing for enhanced cooperation in several areas, including exchange of experiences, conducting cooperative audits, joint research projects, and training and professional development activities for auditors.
The visit included meetings with high-level state officials, including a meeting with the chairpersons of the budget committees in the Senate and the Chamber of Deputies of the Romanian Parliament. During this meeting, the State Audit Office showcased its achievements in transparency and accountability, as well as its innovative use of artificial intelligence to produce videos for its most important audit reports and the Annual Report of the State Audit Office. Representatives from the Romanian Parliament expressed their full support for cooperation between the two supreme audit institutions. They reaffirmed their backing for the country’s pursuit of full European Union membership.
A particularly significant part of the visit was the working meeting at the Romanian Court of Accounts, where both institutions held presentations. The SAO delegation delivered a presentation on its key achievements and results, as well as its approach and tools used to enhance transparency and communication with the public. The presentation also focused on initiatives for the use of artificial intelligence and digital tools in support of audit processes, as well as plans for further modernization of the institution.
The presentation was highly valued by the hosts, who highlighted the significance of this modern and open approach to auditing. The Romanian Court of Accounts shared its organizational structure, experience in conducting audits in key public sector areas, and its collaboration with the Parliament and other state institutions. Both sides had the chance to discuss operational challenges and exchange best practices that help enhance public financial accountability.
In addition to the activities in Bucharest, the SAO delegation also held a working meeting at the regional office of the Romanian Court of Accounts in Brașov, where experiences and examples of local-level audits were shared.
On this occasion, the State Audit Office extended congratulations to the President of the Romanian Court of Accounts, Mr. Mihai Busuioc, on his appointment as a member of the Constitutional Court of Romania, expressing hope that this will serve as an additional incentive to deepen cooperation between the highest courts of the two countries.
A return visit by a delegation from the Romanian Court of Accounts to Skopje is expected in September 2025. During this visit, concrete activities for further cooperation will be discussed, including the implementation of a parallel audit, as well as the exchange of experiences in the use of artificial intelligence and innovative tools in audit work.
