At the invitation of a monitoring delegation of the Congress of Local and Regional Authorities of the Council of Europe headed by Ms. Svitlana Perverten, Co-Secretary of the Monitoring Committee, online meeting was held on 20 April 2021 with SAO representatives.
SAO representatives headed by Auditor General Maksim Acevski, included Assistant Auditor General Liljana Stojanova and Assistant Auditor General Marina Blazevska, who are responsible for auditing local self-government units, public enterprises and companies established by local self-government units and public enterprises and companies established by the central government.
The monitoring delegation of the Congress of Local and Regional Authorities included Dr. Brid Quinn, member of the group of independent experts on the European Charter of Local Self-Government, Mr. Harald Bergmann and Mr. Zdeněk Brož, rapporteurs on the monitoring of local democracy in the country.
Subject of interest of the monitoring mission were the measures taken to implement recommendations of the 329th Congress held in 2012 in the area of local democracy in our country, as well as the measures taken to implement SAO audit recommendations.
During the meeting, Auditor General addressed the changes in legislation and their impact on LSGU financing and the institutional coordination for adoption of legislation changes, which directly affects LSGU operation. The financial situation of municipalities was also discussed at the meeting, as well as the impact of Covid-19 crisis on LSGU operation and the procedure for financial supervision of LSGUs.
The monitoring mission representatives expressed great satisfaction with SAO cooperation and the information provided for determining the factual situation.
