Risks of corruption in public enterprises and companies

The Center for Civil Communications has carried out research and analysis entitled "Mapping risks of corruption in public procurement of government and municipalities’ enterprises". Ms. Sabina Fakic and Mr. German Filkov from the Center for Civil Communications presented the analysis’ results before SAO auditors at a one-day workshop held on 5 March 2021.

SAO auditors had an opportunity to discuss and exchange experience on identified systemic weaknesses and detected risks of possible cases of corruption in public procurement procedures in public enterprises and companies established by the Government and local self-government units.

Subject of this analysis were public procurements of joint stock companies and public enterprises established by the Government, the City of Skopje and the municipalities of Kavadarci, Gostivar and Struga. The goal was to map risks of corruption in all public procurement phases, from planning and implementing public procurement procedures to realization of signed contracts.

In 2019, 37 companies concluded 3342 public procurement contracts, with a total value of 15,2 billion denars i.e. 247 million euros.

The State Audit Office continuously monitors public procurement in audited entities and points out identified shortcomings and weaknesses in the phases of planning, implementation and monitoring of public procurement procedures.
