The State Audit Office finalized 2021 Annual Work Program and submitted the Annual Report on performed audits and operation for 2021 to the Assembly of the Republic of North Macedonia.
The Annual Report contains important information on the operation and achievements of the State Audit Office in fulfilling its constitutional and legal obligations in line with the ISSAIs.
In his introductory address, Auditor General Maksim Acevski points out that despite difficulties caused by the global Covid-19 pandemic the State Audit Office managed to meet all legal requirements and deadlines and “increased the scope of audited expenditure in relation to the total budget funds, while the indicators for the implementation of audit recommendations have significantly improved. In addition, the added audit value has increased in terms of the amount of less calculated, less returned or less paid funds in the Budget of the Republic of North Macedonia”.
In 2021, SAO performed 68 audits, which covered 136 auditees and issued 109 final audit reports, as follows: 56 regularity audit reports, 3compliance audit reports, 7performance audit reports and 2 IT audit reports.
SAO identified 1170 findings and issued 654 recommendations. Weaknesses were also ascertained in auditees’ operation as well as in the legislation and SAO gave opinion and recommendations for improvement thereof.
The audits performed in 2021 cover 511.923 million denars of public revenue and 236.060 million denars of public expenditure. In 2021, the indicators for implementation of audit recommendations have significantly improved, i.e. auditees have acted upon 88% of issued recommendations. It implies that SAO contribution to safeguarding taxpayers' funds is significant.
